At the meeting of the Council of Ministers it was decided to approve the package of drugs for outpatient treatment at home of persons diagnosed with COVID-19, which will be funded by the compulsory health insurance fund.

At today’s meeting, the Council of Ministers has approved the package of drugs for outpatient treatment at home of persons diagnosed with COVID-19, a package which will be funded by the compulsory health insurance fund.

As specified in the DCM, the package of drugs for outpatient treatment at home of patients diagnosed with COVID-19 consists of two treatment schemes, in accordance with the form of the disease, according to the guideline approved by the Technical Committee of Experts.

The reimbursement value of the package of medicines for the treatment scheme 1 (easy form) will be not more than 1 650 (one thousand six hundred and fifty) ALL, while the reimbursement value of the package of medicines for the treatment scheme 2 ( medium form) will be no more than 10 900 (ten thousand nine hundred) ALL.

The family doctor, for the persons tested positive for Sars-Cov-2 (confirmed by the responsible public health institutions), in accordance with the form of the disease and the indications defined in the guide approved by the Technical Committee of Experts, issues the prescription with reimbursement, according to the rules set by the Compulsory Health Insurance Fund.

Recall that earlier the Minister of Health Ogerta Manastirliu stated that treatment scheme 1 which includes mild forms of infection, and scheme 2 treatment which includes moderate forms of infection caused by Sars-Cov. The annual cost is estimated at ALL 1.2 billion per year.

FULL DECISION:

Pursuant to Article 100 of the Constitution and point 6, article 10, of law no. 10383, dated 24.2.2011, “On compulsory health care in the Republic of Albania”, on the proposal of the Minister of Health and Social Protection , The Council of Ministers, Decided:

1. Reimbursement of the package of drugs for outpatient treatment at home for persons diagnosed with COVID-19 from the Compulsory Health Insurance Fund.

2. The package of drugs for outpatient treatment at home of patients diagnosed with COVID-19 consists of two treatment schemes, in accordance with the form of the disease, according to the guideline approved by the Technical Committee of Experts.

3. The reimbursement value of the package of medicines for the treatment scheme 1 (easy form) will be not more than 1 650 (one thousand six hundred and fifty) ALL.

4. The reimbursement value of the package of medicines for the treatment scheme 2 (intermediate form) will be not more than 10 900 (ten thousand nine hundred) ALL.

5. The family doctor, for persons tested positive for Sars-Cov-2 (confirmed by the responsible public health institutions), in accordance with the form of the disease and the indications set out in the guideline approved by the Technical Committee of Experts, issues the prescription with reimbursement, according to the rules set by the Compulsory Health Insurance Fund.

6. For COVID-19 diagnosis, the entire population is considered a beneficiary of the health insurance scheme, by registering and identifying as insured.

7. The financial effects for the implementation of this decision will be borne by the budget of the Compulsory Health Insurance Fund.

8. The Ministry of Health and Social Protection and the Compulsory Health Insurance Fund are in charge of the implementation of this decision.

This decision enters into force immediately and is published in the “Official Gazette”.
